What effect do you use on these type of photos? Is it the color outline or is it something you do outside the camera?

It is a great effect, makes it a cross between a photo and a painting/drawing.

this is a combination of 3 photos. a regular exposure combined with an over-exposure and an under-exposure. the 3 photos are dropped into a program called photomatix pro which will produce several effects. i think this one is called "painterly". after i used that program ... i boosted the saturation and contrast in photoshop elements or irfanview. this might sound complicated but its very easy if you get the 3 photos you need.

Steve, thank you for explaining how you did this. It really has a great effect on the photo.

I guess this is another program I will now have to get. I love to draw and this effect makes it have the feel of a drawing, sort of a Rockwell type feel to it, yet maintains the photo aspect.

Simply wonderful. You have such a great artistic sense with your pictures.
